Halflings are the only race that gets the increased XP gain from 3 shot attacks on those units or the ability to boost T1 hp, and being useful archers also makes it more practical to keep them backline and safe to evolve. Halfling Rogues and Theocrats both have a single very good trick, evolving cheap T1s up to T3s, Scoundrels and Martyrs respectively. You get arguably the best Raise Militia for the early game (when that spell is useful), The Draft is the easiest morale buff, and the excellent Halfling Monster Hunter plus very Lucky Eagle Riders can basically do everything a Warlord wants doing between them. Halfling Warlords are actually quite solid. Halfling Necromancers dangle the possibility of effortless permaluck, though it doesn't really work in practice as it takes far too long. Halflings just have their synergies being somewhat awkward except for Dreadnaught, which I agree are very straightforwardly capable.
